Answer
Yes. The first one is the doing of a kriya, whereas the other is the doing involved in knowing. Knowing is also an activity, but who will direct the knowing? There is a doing required there.
Actually, when you say "concentration," concentration itself is a doing. It is not simply seeing.
For example, when you put a dot on the wall and keep looking at it, that is not necessarily concentration. The act of seeing continues, but your attention keeps changing. In chanting, "Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare..." the sound keeps changing, and you have to run your attention along with it. You are knowing along with that.
So, it is about handling and managing your knowing. That is also a kind of doing—a subtle doing.
Kriya is doing something physically; knowing is also doing something, but at a subtler level. Both are being done by the subtle body.
Everything is an action. We use our free will to know, and we use our free will to perform gross actions. Therefore, we should use our free will to combine these two aspects in chanting and hearing.
The act of not allowing the attention to go anywhere else is also doing. You are doing something there, but it is a subtle doing, whereas chanting is a gross doing.
"Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare..." is the gross action, whereas managing the mind and attention is the mind's doing.
