Without the Lord's inspiration, nothing can be accomplished.
Even materialistic people act because they receive inspiration, which arises according to their previous karma.
When the proper circumstances arise through the laws of nature, the Lord in the heart reminds the living entity of desires that were planted previously. At the appropriate time, He brings those desires to remembrance, allowing them to manifest and be fulfilled.
Therefore, we should not view only one aspect of the Lord.
Krishna is multifaceted.
It is not that Goloka Krishna personally fulfills every material desire. The Lord manifests different expansions for different purposes. Through His expansion as Mahā-Viṣṇu and other Viṣṇu forms, He manages the material creation and reciprocates with the desires of the conditioned living entities.
The Lord in the heart also helps cultivate detachment when the living entity sincerely desires spiritual advancement.
This happens by following the instructions of the external spiritual master while simultaneously surrendering to the Lord within the heart.
In the material world, spiritual life begins with surrender to the Paramātmā, giving up the tendency to act as the independent controller.
In the spiritual world, however, there is no question of surrender in the same sense. There, pure love reigns supreme. Krishna Himself becomes conquered by the love of His devotees. Pure love transcends the stage of surrender.
