Their desires may be fulfilled in that other camp, and in their next life they may take birth in the families of household devotees in this camp and continue their devotional service. Then, gradually, they can become free from this disease. That could very well be Krishna's plan.
Therefore, Krishna allows everything to happen according to His arrangement. Providence has its own plan. Logically, we can understand this because they are also Vaishnavas, and they too have to return back to Godhead. Ultimately, however, the final obstacle of maya is the desire to become the guru rather than remaining the servant of Srila Prabhupada. One must never forget this.
The Lord is always in control. Why should rain fall in one place and not in another? That is entirely His decision. Wherever the rain falls, what grows depends upon the seed that has been planted. Sometimes He makes one endeavor successful and another even more successful. In all these matters, He has a supreme role.
His control extends not only over the lives of devotees but over the entire world. Who has complete control over the world today? Nobody. Every individual acts according to his own limited understanding, without seeing the larger picture. Who alone sees the complete picture? Parameshwara, Sri Krishna.
A world war cannot begin, nor can atomic bombs explode, without the sanction of Providence. Therefore, devotees always understand: "I am not the controller." Nobody is the controller. Whether it is this leader or that leader, whether Trump, Modi, Netanyahu, Putin, or anyone else, all are ordinary human beings. They perform certain actions, and those actions may affect the world in various ways, but they do not ultimately direct the course of history.
Someone else is directing the movement of the world through kala, time. And who is the master of kala? The Supreme Lord Himself, who is within and without everything; who is the foundation of all existence; who is the cause of all causes; who cannot be perceived by material senses, yet is present everywhere.
He is present individually in everyone's life—both in the life of the devotee and the life of the karmī—seated within the heart as Paramatma. He is also in control of situations, overseeing the collective actions of all living beings and the circumstances they create.
How the Lord moves the world from one situation to another through the agency of time is beyond our understanding. He possesses infinite intelligence. There is a common English saying, "killing two birds with one stone." Krishna's capacity, however, is such that He can reconcile and harmonize millions of situations simultaneously. He can fulfill countless desires at the same time.
People from different countries, leaders of different nations, and innumerable living entities all possess different desires. The Lord allows them to act according to their inclinations and orchestrates everything within His grand plan. That is why it is said that He periodically incarnates—to guide, protect, and direct the course of creation according to His divine purpose.
